Toward Zero Deaths (TZD)

The Toward Zero Deaths (TZD) approach is based on the belief that even one traffic-related death on our roads is unacceptable. This "zero deaths" idea was first adopted as "Vision Zero" in 1997 by Sweden. Since then, Minnesota has identified zero deaths as a core objective in Minnesota Strategic Highway Safety Plans. 

TZD uses a data-driven approach that targets and addresses areas for improvement. Law enforcement, engineering, education and emergency medical service partners collaborate on strategies to address roadway improvements and increase positive motorist, bicyclist, and pedestrian behaviors. Examples of these efforts include: 
  • Increasing lighting or curve signage
  • Conducting traffic safety enforcement
  • Providing public education and media outreach
